Open your \The Witcher 3\ttings file and insert this text at the beginning: I was super freaking frustrated but determined to fix it so I eventually uninstalled/reinstalled my game and followed these directions on a completely vanilla game: #The witcher 3 1.32 console mod# (To be clear the console worked fine in terms of doing any commands that did not require a capitol letter but something like additem('Horse Saddle 4') would not do anything because the H & S were always being typed in lower case.) Save the file and run the game - you will now be able to access the console with the ~ (tilde) key.
